However, based on Government Regulation (PP) No. 18/1999 on the Management of Hazardous and Toxic Waste (B3), used oil including B3 and managed not carelessly. For factories, for example, oil waste is usually managed by a third party designated by the manufacturer. However, if unable to do the processing itself it can be submitted to other parties who have official permission to manage waste.

B3 waste is considered to be hazardous because of its nature, concentration, or amounts that directly or indirectly contaminate the environment, interfere with the health and survival of humans and other living things. All provisions concerning B3 waste treatment are regulated in Government Regulation No. 101 of 2014 on B3 Waste Management.

Unfortunately, there are still workshop entrepreneurs who do not understand this kind of regulation. Waste oil that should be managed by collectors of B3 waste conserved environment, the oil is left unattended and fall into the people who are not responsible, thus triggering the emergence of oplosan oil.

Oplosan oil cases become a chronic problem. For example in Surabaya late last year, the police succeeded in raided an industrial house producing fake oil. They can reap a profit of up to Rp17 million per month from the business of using old oil with oil.

Vehicle lubricant demand every year continues to increase, this is in line with the increasing number of vehicles, making the oil business is tempting. According to data from the Central Bureau of Statistics (BPS) in 2015 alone, the number of motor vehicles recorded reached 121 million units. It is estimated that lubricant demand in Indonesia reaches 800 million liters per year.

What about waste oil flow?

In the field, waste oil is usually sold by the workshop to the collector around Rp200 thousand per drum (200 liters) or equivalent to Rp1.000 per liter. This price is obviously very cheap when compared with new packaging oil sold on the market reaching Rp40-85 thousand per liter.

According to him, the business of selling used oil has been handed over to the mechanic owner of the garage as an additional income. The same thing is also conveyed by some mechanic workshop motor and cars in the area of ​​Depok and South Jakarta. The workshop owner is not obliged to ensure where the waste oil is brought by the collector.

Tirto tried to contact Andi, one of the former oil collectors who advertise his services on a personal blog. Without doubt Andi also mentioned the same price including freight services.

To collect 200 liters of used oil, usually motor workshop takes about 20-30 business days. As for the car repair shop takes about 10-15 operational days. This means that in 1 year at least a car / motorcycle repair shop can produce 12-15 drums or about 3,000 liters of used oil. This number is new from one workshop only.

For example, PT Wiraswasta Gemilang Indonesia (WGI) is one of the official companies that has oil waste treatment plant facilities. Headquartered in Cibitung, Bekasi, PT WGI also has used oil collection locations in 8 other big cities, such as Tangerang, Bandung, Cirebon, Surabaya, Banjarmasin, Balikpapan, Samarinda and Semarang.

In one day PT WGI can collect oil waste about 100 thousand liters from the collectors. Incoming oil waste will be processed to become base oil which is raw material from oil or lubricant. Then, this base oil can be sold as a commodity whose price refers to international prices. Apart from oil waste, base oil is produced from crude oil.

"In one month we can produce base oil about 3 million liters," said Geo Collect Manager PT WGI Rojali Adin to Tirto.

The price of base oil in the international market is around $ 4.5 per gallon (3.78 liters). Let's count, with production of 3 million liters of base oil equivalent to 793.6 thousand gallons US. If it is multiplied by the current price, it means the factory is turning money from used oil about $ 3.57 million or equivalent to Rp48 billion per month.

According to Rojali, his side never has a benchmark price to buy oil from collectors because all transactions are done based on negotiations between PT WGI and the collectors. Unfortunately, Rojali is reluctant to mention the usual number of negotiations applied in the transaction.

In its official website, PT WGI is committed not to let used oil to waste that destroys the environment or recycled illegally into unqualified lubricants. According to their claims, the chain of used oil collection to arrive at WGI has created jobs for thousands of used oil collectors.

PT WGI also owns motorized lubricants, industrial and heavy equipment manufacturers. Brand flagship Evalube oil, in the market price varied tens of thousands of dollars per liter.

The oil is manufactured based on the process of mixing base oil and additives with special formulations with blending machine based Automatic Batch Blending System (ABB) technology. Their lubricant production capacity reaches 84 thousand metric tons / year.

Used oils that are discarded when replacing vehicle lubricants in the workshops are essentially partially recycled, and become new value-added and environmentally friendly oil products. However, keep in mind, used oil is B3, do not fall into the hands of irresponsible people.
